Relic Shield wont proc on Thresh? [GAMEPLAY]

I've noticed during the last few matches I've had that my Relic shield (despite having charges) was not Procing it's passive when I tried to hit minions at half health or less in order to get the shared money or healing factor for my ADC. This has only happened when I was on Thresh and when I upgraded to Targons, I took notice that it still occurred often enough to become problematic. Even my ADC was wondering why the passive wasn't activating when it should have and made mention of it. Not sure if this has been happening on all champs but I've only noticed it on Thresh.

Thresh is a Ranged auto attacker. He will not proc the execute, but if you last hit the minions, you can still proc the charges.

Use his passive E to help cover the loss of the execute.

Thresh's AA's are ranged and in order do proc relic shield and it's upgrades you must use melee AA's. Now the gold share is for everyone and Thresh's E helps a lot with last hitting.
