literally cant open client after 7.11

i downloaded patch 7.11 and it went fine, but once the client tried to re-open after downloading it every single time it brings up that "send a bug report" popup. i've tried restarting, shutting down my computer, and just plain removing league and reinstalling but none of these things have worked. i can't even get onto the log in screen in order to do a repair, so what am i supposed to do?
