Odd "freezing" in-game

So for the past couple games tonight I've had an issue where I'll be playing normally, and then all of the graphics for abilities and minions dying will no longer appear. If a minion dies the gold doesn't pop up, they remain there at 0 HP, and the other minions sort of mingle around, not autoing. I can still move my character, but no spells will cast, countdown for recall won't play, and any damage coming in or going out will come in weird "waves". My ping doesn't spike, and my character is 100% movement controllable. I can still auto minions, and the gold for killing any will pop up when the "freeze" ends after 10-15 seconds. Again, no ping movement, no FPS drop, no issues on my end with internet connection with other services (for example neither streaming a twitch stream or playing an undownloaded song on spotify freeze or stutter or anything). I've tried closing everything BUT league, and it hasn't fixed it. Tried a computer reset, and all the other basic IT fixes for issues.
