It won't let me gift a certain account but it lets me on all other accounts....

The first time I bought rp was on 11/2/2016 (event) but it will not let me buy any skins, it just kept saying an error has occurred Please try again later... I tried for about 45 minutes I finally gave up and was about to report this but I let it go. But now when i try to give away my rp the account i was trying to send to was not on the gift list while everyone else's was...
