(GAMEPLAY BUG) Gameplay is in x2 Speed or Half the normal speed bug

My last game, it spawned me in late and all the sound exploded at once, the timer said the game only started but the game had been going on for 5 mins, the whole game was in x2 speed including me and the minions, my summoner spells where faster and didnt show the correct time. This is the second time this has happened but before everything was twice as slow but fixed itself after a few mins. Has anyone else had this?
