Is Graves Quickdraw working as intending vs towers?

I noticed how quickdraw doesn't receive the CD reduction when shooting a tower. Was this as intended?

I'm not a Dev person at all, but I suspect it is intended. If Quick Draw reduced its CD on hitting a turret, Graves would be a super-strong backdoor-er. They just wanted to avoid that (so they can make his champion-killing stronger!)

Spammable Autoattack amplifiers tend to suffer from this (i.e. Draven's Spinning Axe, Vayne's Tumble).

edit: I found an exception; Junx's Pow-Pow for free bonus AS. ugh. Maybe there're even more.
