Skin shard bugged. Cannot upgrade into permanent.

I have a Project: Ashe skin shard but cannot upgrade into skin permanent. I own the champion and have enough orange essence to complete the upgrade. However, the option to upgrade to skin permanent is not highlighted and is unresponsive when clicked. The attached link is a screen shot.
