[Gameplay] Annie - tibbers dead and not on cooldown (stuck with command tibbers skill)

Hello

Im experiencing the following bug with Annie:

Tibbers wont reset after dying. There's no cooldown and you just end up with R as command tibbers and can't resummon tibbers for the rest of the match.

I haven't been able to replicate it in a solo practice match but so far its happened every one of the 4 Players vs AI games Ive played Annie in (although strangely in the last one it only happened after the second use of tibbers).

I don't know if it happens against other players, as I'm not super keen to try while this is happening.

Anyone experienced something similar or have any ideas what might cause it? Im still very new to lol so Im not discounting the fact that I might just be doing something silly, but at this point I'll risk a stupid question.
