[GAMEPLAY] Rakan Can't Use Relic Shield

Any time that I've played Rakan, I usually like to take Relic Shield, but multiple times I haven't been able to execute minions properly. It will still give the health back to the closest team mate, along with sharing the gold as well, but I have to last hit the minions. Now, as a support, I don't think I have to explain just how annoying this is, and it's kind of strange that it has gone unchanged for at least 3+ months. I play using the Cosmic Dawn skin, and I never had problems before a patch hit, and all of a sudden I wouldn't execute minions below the designated health.
