Champions not being able to be used in TB

So I've been saving up for days trying to get 4800 IP. After I did I looked in the shop and bought Fizz, then I went on TB and fizz wasn't there! I restarted my league even and he still wasn't there. Riot please help me!!!!!!!!!!!!!!!!! >>> <<<
