i have an issue since the new patch ( wont patch at all )

I have an issue where my league of legend patcher get stuccked at around 33% ... sometimes 87% ... sometimes 99%... basicly it downloads the patch but when it gets close to thjose certain spots the download speed just slows down until it reaches 0 kb sec. I looked it up on youtube , disabled my firewalls, search the net and all but I got a million different solution and none of wich is working... im wondering if any of you got that problem and how can I get it fixed.

thanks a lot
