Garen Q Not Receiving Tower Aggro[GAMPLAY]

So I have been playing ranked with my buddy, and he encountered this Garen bug.

Essentially what is happening: Walks up to , Q's her, gets stunned by , but doesn't get tower aggro and simply walks away.
