Remake glitch

Alright so I was in a game, playing as jinx, farming along nicely until the 3 minute mark came along. Now, you need to know that our top lane was kind of a quitter. He insisted that someone would dodge the game in champ select simply because he didn't like his opponent (I'm Silver, things like this happens). Anyways, we get into the game and we are now at the 3 minute mark and said quitter starts a remake vote..... We have no afk. For some reason, the vote passed and the game was over. I thought the point of the Remake option was to prevent shitty games after someone left. How can someone start a vote if there's no afk? Is there something I'm missing?
