Can't select champion

I go into game and when i select a champion it doesnt let me and it tells me this "there was a problem selecting your champion" And i got a timer for dodging 2 games.WHY

I have been having this bug since the old client. I have reported it more than once, and I'm very tired of it. Please fix soon.

Similar thing happens to me. But when I get into champ select, I can see everyone's name on the sides but the portraits of the champs don't pop up, so I get stuck till the timer runs out, and then, penalize. Please look into this RIOT.
