Stuck on "Riot Games" Logo and cant install the game

Hello guys,

i got a problems since a few days and after trying everything, I chose to come here.

A few days ago my League of Legends just randomly stopped working and I got stuck with the "Riot Games" Logo. I deinstalled everything, deleted every little bit of League of Legends/RiotGames on my PC ( deleted everything on my C: for example checked my whole Appdata/regedit).

Now I wanted to reinstall it but before the instalation even starts, it freezes at the Riot Logo again! To explain the freeze, the Riot Logo appears and nothing happends. I tried waiting hours, but literally nothing happends. The appilcation doesnt crash, its just that nothing happends and all I see is the riot logo.

If anyone can help, that would be great. I really dont want to reinstall/restore my windows.

I tried the Hextech repairtool too, but it didnt help.

EDIT: to clarify, Im playing on Windows 10. PC SPECS:
