Morellonomicon grants 30% CDR for about three seconds after purchase

When combining items into Morellos your champion will gain 30% CDR instead of 20% for about 3 seconds. It is actively reflected in your cooldowns and applies if an ability is used in that window. Not game breaking, but definitely comes as an advantage to Karthus :)

Hopefully they fix this soon so that you no longer lose that extra 10% CDR.

This occurs with more than just Morello, but the gist of it, i think, is that if you have the items to build into it, it still recognizes that you have those, even after you bought up for a couple of seconds
