Hey guys second bug report :) (first one i did on the wrong forum xD)
so I was in a ARAM game and played Ezreal. I went ap and when i bought rylais the slow didnt proc on his q. On all other spells it did but not on q.

Ezreal's Q applies on-hit effects.
Abilities which apply on-hit effects don't apply on-spell effects (with the "exception" of Ekko's E).
Rylai's Crystal Scepter's slow is an on-spell effect.
Yeah so Ezreal's Q only applies abilities that proc on standard auto attacks, like 
. It doesn't apply effects that work with spells like 
or 
(although it used to if you built a Lich Bane, which WAS a bug). So this is working as intended.
His q only procs on-hit effects.
It works on his w. I play ap ez all the time. you will also find that q wont proc ludens stacks either. I think it has something to do with the coding they implemented after 
abused runeglaive. So its not a bug its intentional to make ap ez not busted.
