If you run 10% cdr on your runes,and take 5% cdr from the cunning tree in your masteries you get 15% cdr from the start.Take cdr boots,youmuus ghostblade,and for example the new triforce wich gives you 10% cdr you can pass the max capp of 40% cdr.I tryed it on Rengar and you get 45% cdr,5% more cuz of the masteries i think.You can try it too and let me know if it works.

Read the mastery man The new CD-R mastery gives you an extra max 5% cdr so now you can cap out at 45%

"Your Cooldown Reduction CAP is increased by 5%, gain 5% Cooldown Reduction"

That's exactly what it is supposed to do. That is the entire point of the mastery and explicitly stated in the tooltip.
