help please hextech crafting bug report

so i was hextech crafting, bought some pack of keys and boxes and keys to open what i had, one of them was the lil devil teemo and I was very happy. i clicked to update it to permanent BUT for some reason after it said it was permanent it appeared like a skin shard without border and it only could be disenchanted so i did it , and now i went to play with teemo and i dont have the skin wtf? and in the shop history it doesnt say i bought it but i did it!!!! i want my money back!
