[LAUNCHER] Stuck hidden at the background

Symptom: Unable to launch League of Legends client, without any error message, while the process, still silently running at the background Apply for: Application Version:7.3.175.2510 - CL:1752510 - Build Date: Feb 03 2017 - Build Time:19:30:21 Cause: this problem occur on client computers that are running software preventing access to its resources, while launcher still thinks that everything is fine and displaying nothing. Suggestion: on error, display some message and shutdown the launcher
