Twisted Fate's E has a toggle for point-click skill????

I was playing Twisted Fate in a custom bot match, and found that his E gave me an indicator showing that if I point and left click on a champion, the skill would be used. When I tried clicking on Champions, nothing happened and it was as if the indicator wasn't there. Very bizzare. Last time I checked, TF's E was a passive not a point-and-click skill.
