[GAMEPLAY] Shen's Q doesn't go off.

I recreated this in practice mode, and it seems like this is the same bug from January in the above post.

The bug is that sometimes when playing Shen you will press Q when it's up and then... nothing happens. Your Q is back on CD and you just fed Renekton first blood.

This issue seems to have one trigger based on Practice Mode recreations, and it is if Shen doesn't move in between two Q's (so you Q once, don't move at all, and then Q again.) The second Q will not proc your passive or give you enhanced autos, but it will go on CD. So far it has a 100% recreation rate on my end.
