Tahm Kench & Tibbers Devour targeting

I've only noticed this in patch 6.11 (although could haven't been here since the mage rework), it there is an Annie Tibbers (R) near an ally when Tahm tries to Devour (W) them the Devour will prioritizes Tibbers instead of your ally. This happens even Tibbers is not directly on top of your Ally, making it nearly impossible to save an ally from an Annie ult.
