[CLIENT] IP not updated after purchase until client restart

After making an IP purchase (well several purchases) my amount of IP remaining did not update. However it did not let me buy champions when I should have had not enough IP correctly. To reproduce buy something using IP and then see if your IP updated. I only noticed this bug this last time buying champions on patch 6.10. I purchased Lissandra and Kindred and it was immediately after re-rolling three champion shards to permanently unlock a champion (ended up being Illaio).
