Mana regen runes do not work.
Really as simple as that. Rune page states 3.7 mana regen. On all champions it adds no change in Mana regen. at all. I was told to report it here. I guess support isn't for bugs.

I added a TL;DR at the bottom
Mana regen runes are working fine. If you have 9 mana regen marks (2.4 mana regen since League rounds up, 2.34 on a calculator), it does not add a flat 2.4 visual on your mana bar.
Your mana bar shows how much you get per second, mana regen runes show how much additional mana regeneration you get per 5 seconds.
has 1.2 base mana regen (shown on her mana bar)at level 1, with no outside sources to boost it.
has 1.7 total mana regen (shown on her mana bar) at level 1, with 9 mana regen marks and no other outside sources.
You would think it would total up to 3.6 mana regen on your mana bar, but all mana regen runes are per 5 seconds
1.2 (base regen of
per second) ÷ 2.4 (total mana regen from mana regen marks which are per 5 seconds) = 0.5
YOU GET 0.5 MANA REGEN PER SECOND FROM A FULL PAGE OF MANA REGEN MARKS, WHICH GO BY PER 5 SECONDS
0.5 (mana regen per second from mana regen marks ) x 5 (since mana regen runes show as per 5 seconds) = 2.5
While that number is not 2.4, it is still very close to 2.4, and 2.4 is how much mana regen you get per 5 seconds from 9 mana regen marks
0.5 (mana regen per second from 9 mana regen marks) + 1.2 (
base mana regen) = 1.7(total mana regen per 5 seconds with 9 mana rgen marks) which is
mana regen per second at level 1, with 9 mana regen marks.
TL;DR:
base mana regen = 1.7 mana regen per secondSo mana regeneration runes are shit and we shouldn't use them?
nah, but maybe the /5 second should be change to "/second" or "/tick" reflect the actual regen flow, just for clarity
Beauty is the eye of the beholder.
Mana regen runes are all up to your play style and depends if you are doing bots, normals, ranked, ARAM, or special game modes and which champion you play, most of all.
Flat mana regen runes are pretty terrible, but scaling mana regen runes are amazing. If you want to be spam happy, manage your mana very little and stay in lane longer, mana regen runes are for you.
I would rather say flat mana regen runes are mediocre, and you should avoid using those ''seriously'' . Mana regen runes are mostly ''fun runes'' in my opinion.
Actually mana regen per level runes are inferior. Most champions naturally dont have mana problems just by reaching level 18 whereas plenty of champions have mana problems level 1-4.
From the total mana regen you get, scaling is much better. Besides that, don't forget I said it depends on your play style and champion.
I wouldn't expect an ADC / Tank to receive much benefit from scaling, but an AP mage definitely will if they want to be spam happy with their abilities and not worry too much about going OOM and having to recall.
Although, I will admit that late game, all mana regen runes lose their touch, and I will also admit that mana issues are non-existent once some champions get their first few levels.
I will also say that being able to manage your mana properly is much more beneficial than depending on runes to do all the work for you, and using some champions abilities from the get-go as soon as they are off cooldown can put you in a tight spot.
Edit: I wasn't saying that scaling was better than flat at all points of the game. Merely that it only trumps flat in total regen.

Why would a Tank EVER take mana regen runes? That just doesn't make much sense.
hypothetically speaking.
The only champion I use mana regen on is taric. Until he gets a frozen heart or iceborn his mana can be a major issue. There is nothing worse than the adc getting dove on and I can just watch and say "sorry, no mana for ult." After getting my mana item the problem is gone so scaling is worthless.
yes, the scaling mana regen is more efficient, but it spikes at a period in the game where you need it less.
Mana regen is most effective in the laning phase and quickly loses effectiveness as you leave laning. Soooooo... Being able to take more damage in a teamfight >>>>> mana regen runes, 100% of the time, regardless of who you're playing. Since you're DEFINITELY going to take damage at some point in a teamfight but you're not guaranteed to run OOM on anyone (unless you utilize your mana improperly).
The argument here is that characters that benefit from mana regen will benefit most from that power in the early game, where flat runes are most important, since a level 18 champion is going to have less mana problems thanks to increased mana pool, base regen, and any items they've built since then to increase mana pool.
This is however not true for utility supports who, unlike mages, will often times be using their spells all the time during a fight or even outside one in order to help their teammates
I am well aware, but what I am speaking about is a VERY specific thing one would do just for the hell of it, not because it's efficient or good in general. Something like full attack speed Braum.
Full (or heavy) attack speed
is probably ok in the jungle.
I'm being annoying.

They stay pretty useful on Jungle and Top Taric. You'll almost always have enough for a stun or bastion if you need to roam and assist someone. He casts so often, it never hurts.
On some champions I almost always use scaling mana regen yellows and I love them. Vel'koz, Lux, Ziggs, Xerath, etc all are safe enough most of the time you can use mana regen runes and it does make a big difference in lane especially after level 5 or somewhere around there. Obviously the higher elo you go the more careful you have to be regarding defensive runes, etc.
AP kog'maw needs the scaling seals too. They're wonderful for the things that require them.
With the rework of mana regen into mainly a support item stat mana regen could be very nice.
A crude estimation of the maths is that flat mana regen glyphs give .06 mana per second. x9 it's about .6 per second. So a 60 mana ability takes 100 seconds to regen the mana back with 9 mana regen glyphs.
Mana glphs with the meditation mastery gives you .03 mana per second for every mana glyph you are empty on. So 9 of them is 101 mana and you get .3 mana back per second they are empty from meditation (very crude estimation). You would not only get to cast that 60 mana ability once more from the mana, but it would then take 200 seconds to regen that mana back.
So if mana is your issue, mana runes are going to be better in the long run than regen runes pretty much always. Also if you build seraphs, then that 101 mana translates into like 3 extra AP. Scaling matches flat at level 9 so after that it's more.
However, it's better to just learn to manage your mana and take defensive runes or offensive runes instead unless the mana specifically helps you overcome some barrier in my personal opinion.
Correct, never use mana regen runes. If you are having significant mana problems, either avoid casting spells so frequently and/or to cs, or get some mana/mana regen items.
Well, yeah, but everyone's known this.
People used to say that 3 Mp5 runes on support pages was worth it.
Guess what? It was never worth it.
Well, yes and no.
Dont use mana regen Marks - they are the least efficient. Glyphs would give around 3mana per 5 seconds. Scaling Glyphs would surpass that at Level 6.
Scaling gives around 50% increase in mana regen starting at level 5 all the way through 18 for mages. Add that with a Dorans Ring, and you have 100% increase in mana regen, the same amount youd get from a Morello, minus of course the 400 mana pool increase Morello gives. Going double Dorans can make up for that 400 mana pool increase, especially when you generally sit on the Lost Chapter's 300.
What does all this mean? Well, double dorans allows you to skip Morello as your first rush for mana, as well as giving some nice health. Running mana regen glyphs means no MR - most optimal for an AD matchup mid. So id say its not a bad option against Zed/Talon or the random Wukong, Jarvin, Khazhix, or maybe even Yasuo/Jayce/Varus/GP matchup (though id sitll take MR against those) where you would rush Zhonyas.
Though personally I wouldnt do it. If I was faced with an AD matchup in a primarily AD based comp, Id just conserve mana and run CDR/level, using the same double dorans into zhonyas build (maybe even corrupting potion into double dorans if i think i will lose).
Support ticket tells u to post on boards, and after u post here they'll tell you to post on their support ticket. Incompetent company
Except that didn't happen. You're literally just making things up because you're mad at riot.

It did.
Thats what happened to my tickets. most of the time. Untill the issue practically fixed itself. It was on their end anyway. Not being able to start a draft game. NEverthless i dont play LoL anymore, i switched to HoTs. More maps, no last hitting, more fun.
I just lurk on these forums to see how riot is becoming more incompetent day by day. And yes, i'm kinda mad at them , for more reasons but the #1 one is " champ favoritism"
Well, in the meantime, I suggest you use maximum mana runes(which are good on Ryze!) and use the mastery that grants you additional mana regeneration based on your maximum mana.
Did you save your mastery page before getting into a game? Are you sure you brought the correct page?
How did you measure the mana regen? Do keep in mind, that this amount of mana regen would only net 0.74 mana per second, and may be harder to notice if you aren't directly comparing your mana regen stat to the base stat of that character at that level.
When submitting a but report, try to add in as much useful information as possible. Otherwise nobody can help you.
P.S. Support is not for reporting Bugs. the Report A Bug section is for that. Support deals mainly with issues relating to player accounts, not in-game glitches and bugs.
This is an odd bug.
I blame Ivern.
mana regen runes work for me perfectly fine
I run flat mana regen because it's like starting with an extra dorans. By the time scaling would be better I already have a chalice.
They work really well if you want to bully in lane before you buy your mana items. They are best to get an advantage pre-6 and then to ride that advantage to a win.
Decent for some supports as well. You don't get blue buffs, and only two of the gold income items have mana regen, and you usually can't get another mana regen untill later on, unless you push Locket untill later, which usually just feels bad to do.
you didn't read did you
post mana regen change mana regeneration runes are actual garbage warmed up, don't use them
