[PRE-GAMEPLAY] Custom Rune Pages Missing From Selection in (at least) ARAM

Problem: When playing a game of League, on champion/rune selection page, only the default rune pages are available to select. You can not see any of your custom rune pages.

How to Replicate: Not Sure (see NOTES below)

Modes: At LEAST ARAM, probably others but haven't happened upon it there.

NOTES

1. I think it might be that I use a VPN, and I play league both on and off the VPN. Sometimes (I think if I'm not playing how I was last time (on/off VPN)), league will need to "update" a 5.7MB file and then set itself up again (then windows asks what networks to allow League to communicate on, and I select "home" networks). I THINK after that update is when this bug occurs.
2. If you have available slots for rune pages, you can create them, and they are available. (95% sure) Although, the last time it occurred, I had already filled all of my custom rune page slots, and I could not add any more.

Hope some of this information helps figure this out! - it is a very annoying bug :(

UPDATE: Realize it might be right after an update that this happens... not because of a VPN. think that might be the cause.
