Rakan W and E Cooldown don't match

As you can see in the screenshots, with 0% CDR, Rakan's W and E are both 12 seconds. As the CDR increases, Rakan's W does scale properly, but Rakan's E doesn't. I don't know if this is a bug, or was made to do this, but I think this is a bug.
