champ cant move or chat but all can move around him

Hi guys Hope this gets fixed soon, this problem is new to me but can't seem to fix it with Initiate Full Repair (lol troubleshooting) and not sure about that but it only happens in my internet dorm, it doesn't happen a lot like there are games that don't happen at all but scale of 1 to 10 games I will say 4 and its so annoying because I am playing rank most of the time.

it usually happens in the first 1 min in the game and I get stuck (can't move my champ) and everyone move around me normally and I can't chat or all chat at all but everyone can and normally usually I solve this problem by disconnecting and reconnect again but in the last game it doesn't let me so I got afk behaviors.

does anyone have the same problem? if so do u know how to solve it?
