Ziggs Ult hits outside the circle

On several occasions last game Ziggs' ultimate hit me (Teemo) even though I was clearly standing outside the circle by about two steps. Both times it happened in middle lane, I was on red team and he was on blue team. One time it was in between first and second tier towers, both were down. This time I was never standing in the circle and it did damage to me. The other time was between second and third tier towers, with the second tier tower down. This time I started out in the circle but had clearly made it out before the bomb hit. Let me know how I can be of further assistance. I couldn't figure out how to submit my logs.. or if that is still a thing that I can/should do.
