The mastery ranking is percentile based, as well as incorporating more things than just raw KDA. Your CS isn't top percentile. Also I think it may track other things like objectives/turrets.

I like turtles. And you didn't get a S+ because you didn't bring enough potatoes.
I would guess your cs killed your chance at S+. It's pretty low for a 43 minute Lux game. Also not sure how many objectives you were a part of taking or your ward stats. Kill participation looks great though.
