glitch??? can someone help?

so I'm having this problem where when I start loading the game or am in game it appears as if I'm playing from a browser but that's not the real problem. The real problem is that I can freely shift the camera down when its like this. And that makes playing an incredible pain. I have tried reinstalling the game and doing a file fix and those didn't help. Can anyone help me with this? when I first downloaded it it played normally this just started today and I don't understand.
