My friend was playing Tristana today, in a mirror lane matchup. He claimed whenever he tried to ult her out of her jump, his ult was consumed but she was not knocked back, and didn't take damage. I thought he might've been mistaken but, I played a match against a Jarvan later, and whenever he ulted me I would ult, and it would consume my ult, but not knock him back or do any damage. Might want to look into it.
Tristana's jump will still apply if CC'd mid cast, just like Lux's ult and Ezreal's ult. It can't be interrupted, but can be stopped AFTER the cast.
As for Jarvan, his ult was specifically made to NOT be interrupted by ANY CC during the jump, so you not being able to knock him back is normal.
Had something similar! It happened in Ultra rapid fire mode. Even though i didnt use the rocket jump, whenever I tried to ult Xin and he used his dash, tristanas ult went on cd, but there was no dmg or knockback! shortly after I died :(
