Ping is constant 200-250 ms

My school blocks connection to League of Legends so I use Hotspot Shield VPN to bypass this. Currently, when I load into a game, the top left corner of the loading screen says 50 ms until the loading bar reaches 40%. When it hits 40%, it pauses for a few seconds and the ping instantly climbs to 200 and stays there during the loading screen and the game. This is new and has only happened the past 2 patches, it worked fine the every other time this last year. Hextech repair tool can't catch it because the ping truly is 50ms until the game loads.
