kleds E bug

sometimes after using E=Jousting and an enemy uses or other form of getting far away super fast, the recast on E deons't work. it's also the same when i use I can't recast it, please riot fix this. the ability e says clearly that you can recast it within 3 second, and says nothing about how close you opponent has to be to recast
