J4 won't auto-attack and won't chase.

While playing Jarvan on ARAM I noticed if you right clicked to auto on minions or champions, it wouldn't land. Upon right clicking, J4 would:

1. Walk up to target
2. Stand there.
3. After a 2-3 second delay, he would finally attack the target.
4. If the target moved away, J4 would just stand there without following or auto attacking.

I already checked autoattack settings and attack on mouse click, etc. but nothing changed.
