[Gameplay] skarner unable to use flash

I recently encountered a bug where I was playing skarner and when I ulted a nocturne he spell shielded. This obviously canceled my ult, but did not remove the dubuff which prevents skarner from flashing during his ult . This made it impossible for me to flash until I ulted someone else i.e. my ult completed and registered that I could use flash again.
