[Gameplay] Azir can get out of the starting gate on Dominion.

Azir can place a soldier outside the starting pen in dominion, then dash to it and stand at the bottom of the ramp until the game starts. It may not sound like much, but this lets him either cap his mid point and join his team top faster, or rush top and cap before the other team can reach the point. Either case results in an unfair advantage for his team since an easy win top that early can create a decent amount of momentum which is hard to overcome in a very close match. This has been ongoing for over a month at least.
