Champ Select Issues

Been having an issue where like 90% of games in champ select at some point it won't lock in someone's pick and will just get stuck at the 0 second timer, I stay in chat and stay in the lobby until either it forces me to dodge because I can't pick a champion, or if it happens after I already locked in my champion (the lucky few times) I wait until I see everyone leave the chat then have to close the process, reopen and reconnect to actually get into the game. Also sometimes when I'm in queue it just never pops and the x button stops functioning so I have to restart client. Just wondering if anyone else has had this issue and successfully fixed it, because I've tried basically everything (fresh reinstall, making firewall exceptions, making antivirus exceptions, opening all the necessary ports, had isp guys come fix a packet loss issue which didn't do anything for this issue specifically etc.) and nothing has worked.I have absolutely zero problems connecting in other games, no lag spikes or packet loss whatsoever (including League the odd time I can make it through champ select) so I'm skeptical it could be an internet issue. I made a ticket with riot support as well and they weren't able to fix it, only suggested it could be a routing issue (tried a vpn to test a different route and also tried google dns servers, no luck there either).

Honestly it seems to me like it's an issue with riots client itself because even if i briefly dced it should automatically reconnect but once it stops responding it just never does. I've played on much dodgier internet both at this house in the past and another house where I could only use wifi, had brutal packet loss, had 2000 ping lag spikes every game, but I still never had issues getting through champ select. So idfk at this point.
