Since his release, at least on my pc, which is not a low spec pc, character inking doesn't work for Kayn but all other champions have it in game. It's a bit frustating because I like character inking for better focus on my champion and I I've always used it.
Kayn doesn't have inking. Riot did it intentionally.
Character inking is never applied to kayn because it intereferes with his blue version. I don't know the specifics, but in blue form the hair isn't really part of the model, but rather a type of special effect (like yorick's cape), and character inking was creating some bugs (or other weird things) because of it. And since it would be weird to disable character inking on just a single instance of the champion (that is, only when he's in blue form), they had to take it away from kayn entirely.
