[GAMEPLAY] Raptor cloak's Point Runner not activating when used together with Boots of Mobility

Steps to reproduce: Play any game (I only tried in euw solo ranked with thresh but that shouldn't matter) Build boots of mobility and raptor cloak. (My actual build order was: Relic shield and pots, Targon's brace, Sightstone and sweeper lens, BoM, then Raptor Cloak.) Walk near turrets (alive or fallen doesnt matter) and observe that you don't get any extra movement speed other than what your boots give you. I did not try to sell the boots and see what happens (you don't try that kind of stuff in ranked :D) but in another game with different boots point runner works just as expected.
