[Gameplay]: Charged skills not working

I've played a few games in the past few days, most notably as sion and xerath, and I've noticed that sometimes their q's will stop working. The skill icon will appear to be castable but either clicking the key or the skill icon proves ineffective. I don't know how to reproduce it, and the only fix I know currently is to leave and reconnect.
