same just happened to me and my friend. EDIT:

my friend just relogged and they replaced viktor with her since hes bugged out at the moment

Since Viktor is currently disabled, and he was one of the free to play champions this week, we've added Jinx as one of the free to play champions.

This is working as intended. :]
