[Visual Bug] Invisible Ability Outlines

Bug with the certain ability indicators. Such as Ms. Fortune's E "Make It Rain" now showing the area of effect, just the ability animation. Another example being Mega Gnar's W "Wallop" not showing where it'll stun you.
