I can't purchase RP for my friend

I try gifting my friend rp so he can change his summoner name but when i try to do it, it skips the "choose gifting" and goes straight to "finalize." I cant seem to choose how much RP i can send to my friend and even the "send rp" button does not work!! PLS FIX
