Malphite bot with Atma's Impaler

So there I was, just playing a bot game with my girlfriend and I saw something I thought I would never see again; Atma's Impaler. The nastalgia was great but It makes me wonder why he had it.

The item is no longer in the shop and is viewed as "outdated" and doesn't fit the current meta. I just makes me wonder if the coding team just overlooked it.

What this all does remind me of was just how nasty tanks could be with items that provided an offensive boost for defensive stats. Does Riot have any intentions of bringing items like Atma's back into the game of possibly making items that will provide similar percentage based stats. I think it would be interesting.
