PBE Launcher Not "Launching" (read to see why this isn't on the PBE forum)

So recently I got accepted into the PBE. I downloaded the client and opened up the launcher for it to download. After this I left assuming that it would take a long time. When I came back, the loading bar was halfway and it said that it was loading at 0 kbps. So naturally I closed it and tried to restart it. This time though, when I tried to open it again, the cursor just displayed that spinning circle to show that it was loading, but then stopped and did nothing. This isn't on the PBE forum because I can't get into the PBE and therefore have not made the summoner to let me log in. I would really appreciate it if anyone could help me. Thanks!
