Ezreal Q bug

Well I knew about this bug for a long time now, I thought someone might care to report it to Riot but I guess not. I was lazy so now I'm reporting it, Ezreal Q cool down doesn't get reduced when you hit the target like it should, if you stand too close to them, like right on top of them.
