Tf Visual Bug, Maybe?

I was just playing a game as gp, and they had an ad tf top running guinsoos and other on hit items. There was a problem with his gold card, the icon indicating that was up was always showing, even though he would have just stunned. Although the icon was up, the stun wouldn't go off until it was off cooldown as usual, it was just deceiving and hard for us to determine when we could punish him and if his cards were up.
