Gameplat lag since patch 5.12

Hello Community members!I would like to report a bug which i faced after 5.12 patch.None have helped. I already done these things:

1. Tried to modify settings - everything low.(Screen bordeless , windowed and etc)
2. Reinstalled the game two times
3. Reinstalled windows (Seemed to help a little bit from 1-5 fps its now 8-12 , but its lagging like crazy on teamfight)

I was getting 40-60 fps before the patch so i dont think its my rig.
