Can not buy Needlessly Large Rod on Dominion.

I was playing a game of Dominion as Nidalee earlier, and was unable to buy a Needlessly Large Rod. The buy button was just greyed out and I couldn't click it. I was able to buy the full item that it builds into, just not the NLR itself. Weird.
